Payments Regulatory Deadlines to Watch in November 2025

What are the regulatory deadlines to watch in November?
Vietnam
The State Bank of Vietnam (SBV) has announced that the governor has signed Circular No. 27/2025/TT-NHNN, providing guidance on the implementation of several provisions of the Law on Anti-Money Laundering (AML).
The SBV has confirmed that the circular will take effect on November 1, 2025. Transitional provisions include: Reporting entities may continue to implement internal regulations and risk management processes according to current regulations until December 31, 2025.
From January 1, 2026, reporting entities must: Revise and update internal regulations and risk management processes to align with the circular.
Oklahoma
On May 29, 2025, became law after the Oklahoma Legislature overrode a veto by the governor following the bill's initial passage. The new law regulates digital asset kiosks by prohibiting operators from engaging in digital asset kiosk transactions without money transmitter licenses issued by the Oklahoma Banking Department (BD).Â
The law requires licensed operators to, among other things:
- submit reports on the locations of their kiosks in the state within 45 days of the end of each quarter, with operators also prohibited from relocating kiosks without first notifying the BD;Â Â
- disclose all relevant terms and conditions associated with their kiosk services to customers;
- provide customers who complete a transaction with a physical receipt containing specified information;
The law takes effect on November 1, 2025.
Dominican Republic
On August 15, 2025, the Superintendency of Banks (SB) of the Dominican Republic published Circular SB: CSB-REG-202500014. The circular provides guidelines to be observed by financial intermediaries (EIF) in the process of cancelling products and services.Â
The requirements contained within the circular include, but are not limited to, the following:
- EIF's must enable users to request the cancellation of products and services through at least the same channels available for contracting them.
- Entities must effectively process requests received from users for the cancellation of financial products and services through the in-person and digital channels enabled for this purpose and any other that may be enabled in the future. This process must not exceed seven business days.
- Entities must refrain from imposing excessive requirements or using delaying tactics that hinder the execution of the product and service cancellation procedure.
- For credit products whose cancellation is intended to migrate to another financial intermediation entity, entities must facilitate the process and provide the user with the necessary information to make the transaction viable.
Entities will have a period of three calendar months from the publication of the circular (November 15, 2025) to implement the established provisions and make adjustments to their systems, if applicable.
European Union
On October 28, 2025, the European Commission published Implementing Regulation (EU) 2025/2162, laying down rules for the application of Regulation (EU) No. 910/2014 (Electronic Identification, Authentication and Trust Service – eIDAS), in the Official Journal of the European Union.Â
The implementing regulation provides the rules regarding the accreditation of conformity assessment bodies performing the assessment of qualified trust service providers and the qualified trust service they provide, the conformity assessment report and the conformity assessment scheme. The regulation enters into force on November 17, 2025, 20 days after its publication in the Official Journal of the European Union.
