Gambling Regulatory Deadlines to Watch in July 2025

Each month, we leverage data from our gambling regulatory updates to bring you a glimpse of the key response deadlines and legislation effective dates coming up, so you can plan and take action around some of the most important regulatory developments unfolding right now.

In July, there are 30 regulatory deadlines on the horizon — with 9 key consultation periods coming to an end and requiring a response, and 21 actionable deadlines to be aware of coming into effect.

What are the regulatory deadlines to watch in July?

Peru

On January 19, 2025, Peru published to amend the selective consumption tax applied to remote gaming and sports betting. 

Specifically, Supreme Decree No. 008-2025-EF lowered the selective consumption tax to 0.3 percent, down from 1 percent. 

After July 1, 2025, the selective consumption tax will revert back to the 1 percent rate. 

Lithuania

On July 1, 2025, several gambling advertising restrictions are set to take effect, including:

  • Betting advertising will be allowed on television, radio and the internet from 6 a.m. to 6 p.m.
  • No more than three commercials of up to 15 seconds per hour can be broadcast, and from 18:00 to 24:00, no more than two identical inserts in one hour.
  • Betting advertisements published on websites will not be allowed to appear in pop-up windows. 
  • Betting advertising with a link to websites of betting companies cannot exceed 20% of the entire advertising space from 6 a.m. to 18:00 p.m. and 10 percent of the entire advertising area from 18:00 to 24:00.

Additional restrictions will come into force in January 2028.

Maryland

On May 20, 2025, Maryland Governor Wes Moore signed into law, a fiscal year 2026 budget bill which, in part, increases the state's sports-wagering tax.

Under the bill, the mobile sports-wagering tax rate increases from 15 percent to 20 percent.  Moore had originally proposed a tax rate increase to 30 percent, but lawmakers scaled back to 20 percent during budget negotiations. The new tax rate takes effect July 1, 2025.

Netherlands

On May 22, 2025, the Dutch Gambling Authority (KSA) it would tighten enforcement of the ban on sports sponsorship by online gambling operators ahead of the ban’s entry into force on July 1, 2025. This marks the end of the transitional period granted under the wider ban on untargeted advertising for online gambling, which came into effect on July 1, 2023. That ban prohibited advertising in public places and publicly accessible buildings. Sports sponsorships, often subject to longer-term agreements, were temporarily permitted until July 2025. 

From July 1, 2025, licensed gambling operators will no longer be permitted to sponsor athletes, sports teams, clubs, competitions, kits, and other promotional materials.  The KSA has issued an information letter to licensed operators and warned it will be particularly vigilant this summer, taking immediate enforcement action in case of violations. The Dutch regulators are also consulting with industry bodies to address any outstanding questions about the upcoming restrictions.

Illinois

On June 17, 2025, Illinois governor JB Pritzker signed , a budget revenue bill which includes a provision outlining a tax on online sports wagers. Under the provision, sports-betting operators will be taxed an additional 25 cents on every online sports wager up to the first 20m wagers accepted annually. Every wager beyond that 20m threshold will be taxed at 50 cents per wager. Upon the bill becoming effective July 1, Illinois will become the first US state to impose a flat-fee per wager tax on sports betting.

Missouri

On May 15, 2025, the Missouri Gaming Commission (MGC) opened the sports wagering application period and published applicable . According to the , applications for the two available direct mobile licenses are due by July 15, 2025, and such applicants will have an opportunity to appear before the commission on August 13, 2025.

The MGC notes on its that more information on the sports wagering licensing process will be provided at a later date, and that it will announce the two applicants selected for the available direct mobile licenses on August 15, 2025.
